That government has initiated an ambitious programme of change in all sectors of South Africa’s economy and society. One of the areas affected by changes in policy, governance and legislation is the forestry sector. At the time of writing, late 2000, these changes have begun to bear fruit, although the process of change has been more complex and difficult that it first appeared.
