The provision largely relates to meeting basic needs within a framework of the operational viability/cost efficiency of each facility type and indicates where mobile or periodic services would be a more appropriate level of service. Secondly, the guideline is a compendium of knowledge regarding appropriate access distances to facilities, as well as the number of people who are typically required to be living within this access distance to support the facility in question. These guidelines are intended as a planning tool and should be used to set priorities within available financial resources. They cannot be considered legally binding on municipalities, provinces or national departments.
