This classification is based on the results obtained with the Dynamic Cone Penetrometer (DCP) utilising the strength-balance concept of pavements. The pavement is classified according to its strength-balance in relation to Standard Pavement Balance Curves (SPBCs) developed for flexible pavements with relatively thin surfacing layers in South Africa. It is considered that the implementation of this universal classification system will enhance the interpretation of DCP results in general. It is further envisaged that the use of this system will not only result in the classification of pavements based on its strength-balance, but also aid in the understanding of basic pavement behaviour.
