These objectives consisted of a mixture of “enabling factors” (e.g. investment in transport infrastructure and institutional arrangements with the aim of creating an enabling environment for economic growth and development) and “desired outcomes” (e.g. positive macro- and socio-economic impacts that are sustainable in terms of their impact on the environment).
