It argues that the major theoretical, policy and practice discourses - explaining the intersection of physical planning and governance - relate to the disconnect between the evolution and evolving colonial and post- colonial inward-looking transformation and developmental agenda and approaches as contrasted to the contemporary outward-looking, globally-orientated and overarching principles and framework agenda and approaches.
