Abstract: Administrators and regulators often attempt to intervene in logistics and supply chain activities. This paper proposes a framework to assist administrators with the identification of appropriate stakeholders that should be included when considering and planning improvement initiatives or interventions. A more traditional view of supply chains is given and its limitations are discussed. The proposed framework is supported with the analysis of ten companies, all part of a logistics conglomerate in South Africa. As inputs, the framework requires a scoping set to indicate the prioritised objectives of the initiative. A “fitness” value is calculated for each candidate company. It is envisaged that the framework “owner” is an independent Centre of Excellence servicing the logistics sector, and interfacing with administrators in an advisory capacity.
