The availability of hydrological data is a critical component in water resources management. It allows for scientifically based decisions to be made, e.g. concerning the availability and allocation of water resources, the water use of vegetation, the impacts of land use change, etc. Many regions, particularly developing countries, are however classified as data scarce regions and this poses a significant challenge to water resources management in these countries. In the southern Africa region, water resources management has developed against a background of a general lack of available data and limited financial and personnel resources (Hughes, 2008).
