dc.description.abstract The components of Information and Communication Technology (ICT) are Computing, Connectivity, Content and Capacity. These components, dubbed the 4C Framework (because the name of each of these four components starts with letter “c”), are discernable as derivatives of the three main thrusts of ICT for Development (ICT4D) namely, provision of required infrastructure, building of human capacity and delivery of digital content. However, although one of the main thrusts of ICT4D is the delivery of digital content and services, there is no delivery framework in place to ensure equitable access to digital content; ensuring that relevant content is delivered to end-users through any access-technologies and devices available to them. The contribution of this work is therefore in defining an access-technology agnostic delivery mechanism that promotes equitable access to digital content. en_US
