Infrastructure is one of the key foundations of economic growth. South African cities have grown on the back of infrastructure investments like water, energy, transportation and increasingly telecommunications. Ultimately infrastructure investment should lead to improved quality of life. However the scale of infrastructure maintenance and the backlog of infrastructure needs have made infrastructure investment and maintenance a real challenge for local authorities. As result, infrastructure standards are decreasing almost everywhere in the world. A new development paradigm has to be drafted that seeks to reduce infrastructure resource consumption during construction, operation and maintenance.
