Utilization of the Union's low grade coal reserves may be considered to be of great importance for the industrial development of the country, and the generation of electric power at the pithead shows a way in which this can be accomplished. Technical considerations have only been introduced where they bear directly on the economic aspects, which form the main substance of this report.
